Look for Rebella during a Starsea Voyage. Encounter locations and rolls vary; the source does not establish a guaranteed route.
- First encounter: exchange contacts at Bond level 1 in Starcove.
- Second encounter: reach Bond level 2 and invite a visit. Later encounters can occur on other Islets.
- Complete the visit’s mini-quest to reach Bond level 3, then ask the Neighbor to move in if capacity is available.
